The unique Azura’s Ring, received at the very end of the Main Quest, gives you a Constant Effect Restore Fatigue enchantment, but you could also create a similar artifact even before that. You can find Restore Fatigue potions already in Seyda Neen, but you’ll need to travel to Balmora Temple to get a spell.
Characters with low fatigue will find it hard to do just about anything in Morrowind and fatigue constantly drains when running, so some method of restoring stamina is a must in this game. Since we began with healing, we shall continue with another Restoration spell, which is Restore Fatigue. You can buy the potion from most alchemists and healers.
You can already get Restore Health from the only merchant in Seyda Neen, but depending on how you created your character, you might have already started with it. A possible alternative is also Absorb Health, although you need to take that health from an enemy. Restore Health in some shape or form is a must for any player of Morrowind, unless you want to exclusively rely on resting.
